Programme Management Officer (Evaluation)
Organizational Context
The Office for the Coordination of Humanitarian Affairs (OCHA), part of the UN Secretariat, ensures coherent humanitarian responses by bringing together actors and facilitating partnerships. This temporary role sits within the Evaluation and Oversight Unit in New York, reporting to the Chief of the Unit, who in turn reports to the Assistant Secretary-General and Deputy Relief Coordinator.
Job Purpose
This temporary Programme Management Officer (Evaluation) role is focused on leading the implementation, monitoring, and evaluation of OCHA's programmes, operations, and activities within an assigned functional area. The incumbent will develop, implement, and evaluate projects, manage humanitarian evaluations, and provide technical support on evaluation design and methodology. The role involves conducting research, analyzing trends, developing evaluation standards, and preparing reports. Additionally, the position supports policy development, generates survey initiatives, designs data collection tools, and coordinates outreach and training activities to promote best practices in humanitarian evaluation.
Responsibilities
Develops, implements, and evaluates assigned programmes and projects, including managing OCHA internal and inter-agency humanitarian evaluations. Monitors and analyzes programme development and implementation, formulating and reviewing relevant documents and reports. Conducts consulting assignments, facilitating workshops, and assisting clients in developing action plans for change management. Researches and analyzes information to develop OCHA evaluation standards, procedures, and methodological guidance, promoting innovation and disseminating best practices. Coordinates policy development by reviewing issues and trends and preparing evaluations or studies. Designs data collection tools, analyzes responses, and prepares conclusions. Prepares written outputs such as background papers, reports, and studies. Provides substantive backstopping for meetings and conferences, offering technical support on evaluation design and methodology. Initiates and coordinates outreach activities, conducts training workshops, and delivers presentations. Leads or participates in complex field missions, guiding consultants and government officials. Coordinates budget funding activities and prepares related financial reports.
Work Experience
A minimum of seven years of progressive experience in project or programme management, administration, or a related area is required. Experience in independent programme evaluation, including design, implementation, or management, is essential. Experience managing inter-agency evaluations and reviews, and in the management or evaluation of humanitarian financing programmes, is desirable. At least three years of international field experience in aid operations within the last seven years is also desirable.
