Organizational Context
The Office for the Coordination of Humanitarian Affairs (OCHA) is part of the UN Secretariat, responsible for coordinating humanitarian actors to ensure effective responses to emergencies. The Human Resources Section provides HR support across various locations. This Human Resources Officer position is based in Istanbul, reporting to the Head of the HR Policy Unit.
Job Purpose
The Human Resources Officer will provide essential advice and support to managers and staff on a wide range of human resources matters. This includes advising on the implementation of HR policies, particularly for headquarters and field operations, and assisting staff in understanding these policies. The role involves reviewing exceptions to regulations, supporting policy development, and assisting with the review of misconduct allegations and management evaluation requests. Additionally, the incumbent will advise on recruitment, entitlements, and performance management, contributing to a harmonious work environment and ensuring adherence to HR policies and procedures.
Responsibilities
Provide expert advice and support to managers and staff on all human resources-related matters, including policy interpretation and application. Assist in the implementation of HR policies, ensuring compliance for both headquarters and field operations. Review and advise on requests for exceptions to policies, regulations, and rules. Support the development and review of HR policies, including Staff Regulations and Rules. Assist in the review of misconduct allegations and management evaluation requests, and contribute to investigations and communications. Offer guidance on recruitment, selection processes, and the administration of entitlements such as salary, benefits, and travel. Provide performance management advice and support to staff and management, facilitating the use of the performance appraisal system. Counsel staff on rights, responsibilities, and code of conduct, and prepare reports and briefing notes on HR issues.
Work Experience
A minimum of five years of progressively responsible experience in human resources management or administration is required. Experience with HR policies, practices, and administration of entitlements within an international organization is essential. Experience advising field operations in the UN Common System or similar international organizations is desirable.
