The International Trade Centre (ITC) aims to transform trade and change lives by enabling trade-led economic development, particularly in the Global South. The Sector and Enterprise Competitiveness (SEC) section supports SMEs in global value chains. This role supports the Trade for Jobs Uganda project, a five-year initiative (2025-2030) co-led by ITC and ILO, funded by Sida, focused on creating decent jobs in Uganda's dairy and tourism sectors.
Job Purpose
This Senior Programme Officer role, within the International Trade Centre (ITC) Sector and Enterprise Competitiveness (SEC) section, is crucial for the effective management and implementation of the Trade for Jobs Uganda project. The incumbent will provide managerial and technical expertise to coordinate project activities, ensuring alignment with national development objectives and the project's market systems approach. The role contributes to leveraging trade for job creation and income generation for vulnerable populations in Uganda by strengthening the dairy and tourism sectors, supporting MSMEs, and fostering partnerships with Swedish companies. The position aims to deliver long-term, sustainable impact at scale through analysis-focused, partner-driven, and evidence-based adaptation strategies.
Responsibilities
The Senior Programme Officer will manage and implement the Trade for Jobs Uganda project, providing both managerial and technical expertise. Key duties include developing, implementing, and evaluating programmes and projects, monitoring progress, and addressing implementation issues. The role involves conducting consulting assignments, facilitating workshops, and assisting clients in change management. Responsibilities also encompass researching and analyzing information, coordinating policy development, designing and analyzing surveys, and preparing written outputs such as reports and publications. The officer will provide substantive support for meetings, coordinate outreach activities, conduct training, and lead or participate in field missions. Budget coordination and preparation of related financial documents are also required.
Work Experience
A minimum of seven years of progressively responsible experience in project or programme management, administration, or a related area is required. Experience in partnership building and in providing Trade Related Technical Assistance in developing countries is essential. Experience working with the tourism sector is desirable.
