Organizational Context

The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development and adequate housing for all. Its Regional Office for Latin America and the Caribbean (ROLAC) is based in Rio de Janeiro, Brazil. UN-Habitat supports governments and local authorities in implementing global agendas like the 2030 Agenda and the New Urban Agenda, focusing on transforming cities into resilient and inclusive places. This role supports a project in Rio de Janeiro aimed at strengthening urban resilience.

Job Purpose

This role is to co-lead the implementation of activities for the "Inclusive and Sustainable Rio" project in the Mountain Region. The project aims to strengthen urban resilience in the State of Rio de Janeiro by localizing the Sustainable Development Goals and the New Urban Agenda. The Technical Manager will support the project's implementation by coordinating awareness activities, preparing deliverables, gathering inputs for reports, and ensuring alignment with UN-Habitat's quality expectations. The role involves providing technical support for implementing international agreements and frameworks at the local level, managing relationships with partners, and identifying capacity-building needs. The objective is to contribute to urban prosperity and the establishment of a culture of sustainability, increasing urban resilience through disaster prevention and mitigation actions, and engaging local youth.

Responsibilities

The Technical Manager will technically coordinate urban and climate resilience awareness activities, ensuring alignment with programme documents and agreements. Responsibilities include preparing and reviewing project deliverables, gathering inputs for work plans and progress reports, and overseeing programme implementation with support staff. The role involves establishing systems for planning, implementation, and monitoring in collaboration with partners, and proactively mitigating risks to project outcomes. The Technical Manager will also provide information for knowledge sharing, ensure technical activities meet quality expectations, and offer technical support for localizing international agreements. Key duties include maintaining partner relationships, identifying capacity-building needs, monitoring activities and expenditures, documenting product implementation, and contributing to knowledge products. Additionally, the role involves coordinating trainings, workshops, and events, attending partner meetings, and performing other duties to maximize UN-Habitat's effectiveness in urban development.

Work Experience

A minimum of three years of experience is required in project coordination, team leadership, technical advisory, or community mobilization related to urban development or disaster risk management in Brazil. Professional experience in public policies, public administration, sustainability, social and urban development, public spaces, and stakeholder coordination is also required. Experience with climate change and disaster risk reduction is desirable, as is previous experience within the UN System.

Skills

Required skills include good computer proficiency in Windows, Microsoft Office, Outlook, Microsoft Teams, and web search engines. Desirable skills include proficiency with technological tools, software, online platforms, and project management methodologies. Competencies include professionalism, strong planning and organization, effective communication, and teamwork. Knowledge of UN-Habitat processes and procedures is also important.
