Organizational Context
The Office for the Coordination of Humanitarian Affairs (OCHA) is part of the UN Secretariat, responsible for coordinating humanitarian actors to ensure coherent responses to emergencies. This role, based in Bangui, Central African Republic, supports the management and oversight of the Central African Humanitarian Fund (CAR HF) under the Crisis Response Division.
Job Purpose
The Humanitarian Affairs Officer / Programme Officer will support the management and oversight of the Central African Humanitarian Fund (CAR HF) and contribute to the effective delivery of humanitarian financing. This involves advising on fund management, ensuring administration and policy implementation, managing allocation processes, and liaising with partners. The role also includes monitoring project progress, conducting field visits, and advising on risk mitigation. Additionally, the incumbent will research and analyze humanitarian financing trends, assist in policy development, and document/disseminate results and best practices to support humanitarian priorities in the country.
Responsibilities
Manage and coordinate the Central African Humanitarian Fund (CBPF) and Central Emergency Response Fund (CERF), advising on overall management and administration. Oversee fund allocation processes, ensuring coordination with relevant stakeholders and adherence to guidelines. Liaise with NGOs, UN partners, clusters, and OCHA field offices to monitor project progress and fund performance. Conduct field visits to promote fund utilization and gather insights. Support recipient organizations throughout the project lifecycle and advise on mitigating operational risks. Ensure compliance with financial rules and promote coordinated use of funds. Oversee monitoring and reporting requirements, including leading the annual report exercise. Assist in preparing evaluations and research activities. Analyze humanitarian financing information, trends, and requirements. Contribute to policy development and disseminate results, best practices, and information on fund activities.
Work Experience
A minimum of five years of progressively responsible experience in humanitarian affairs, emergency relief, or related areas is required. Experience in programme/project management, monitoring, evaluation, grants management, or humanitarian coordination is necessary. Experience in humanitarian financing, pooled fund management, or working with Country-Based Pooled Funds is desirable.
