Rule of Law Officer (Temporary)

Organizational Context

The Police Division of the Department of Peace Operations (DPO) aims to effectively direct police components in peacekeeping operations and special political missions. This role, situated within the Office of the Police Adviser (OPA), contributes to strengthening strategic direction, planning, and management of these police components, fostering a shared understanding among stakeholders on future directions.

Job Purpose

This role serves to develop and implement comprehensive policies, guidelines, and procedures for the deployment of police to peace operations, ensuring rapid deployment capabilities during mission start-up. The incumbent provides critical strategic police advice, including political aspects, to the Police Adviser and other UN officials. Responsibilities include coordinating information gathering, maintaining situational awareness, and assisting in the preparation and execution of the Division's work plan. The role also involves preparing official issuances, reviewing standard operating procedures, and coordinating briefing materials and talking points for senior leadership. Furthermore, it entails participating in rule of law working groups, contributing to policy documents, and fostering partnerships with external experts and organizations to enhance policing in peace operations.

Responsibilities

Develops comprehensive policies, guidelines, directives, and procedures for police deployment in peace operations, focusing on rapid deployment during mission start-up. Provides strategic police advice, including political considerations, to the Police Adviser and other UN officials. Coordinates information gathering and maintains situational awareness on conflicts relevant to the Division's responsibilities. Assists in preparing and implementing the Division's annual work plan. Prepares official memoranda, notes, and other issuances for various UN departments, Member States, and other stakeholders. Reviews and establishes standard communication processes for the Office of the Police Adviser's SOPs. Coordinates and reviews briefing materials and talking points for senior leadership. Participates in rule of law and SSR working groups, providing police-related input and advice. Contributes to drafting principles for host-state police institution development and UN police coordination. Engages in lessons learned activities to incorporate best practices into policy development. Maintains regular contact with mission-based police components and collaborates with other DPO entities, DOS, and DPPA. Forges partnerships with Member State experts, think tanks, academic institutions, and regional organizations.

Work Experience

A minimum of seven years of progressive experience in peacekeeping or peacebuilding is required, including policy development and field operations planning/implementation. Experience in drafting high-quality budget, program, and planning documents, as well as speeches and talking points in English, is essential. Experience in coordinating and managing project development and implementation is desirable. One year of UN or comparable international organization experience at the policy level within peacekeeping is also desirable.
