Organizational Context
The Office for the Coordination of Humanitarian Affairs (OCHA), part of the UN Secretariat, is responsible for coordinating humanitarian actors to ensure effective responses to emergencies. OCHA's mission is to mobilize and coordinate principled humanitarian action, advocate for those in need, and promote preparedness and prevention. This role is within the Human Resources Section in New York.
Job Purpose
The Human Resources Officer provides essential advice and support to managers and staff on human resources matters within OCHA. This role is crucial for ensuring the effective functioning of the HR section, particularly in recruitment and placement. The incumbent will manage vacancy identification, application screening, interview arrangements, and candidate selection processes. They will also contribute to HR projects, maintain up-to-date knowledge of HR developments, and provide guidance on staff selection systems. Additionally, the role involves preparing data and statistics for reporting, monitoring recruitment activities, and supervising HR Assistants, all contributing to OCHA's mission of effective humanitarian action.
Responsibilities
The Human Resources Officer provides comprehensive HR support, including advising managers and staff on HR-related matters and leading special HR projects. Key responsibilities involve managing the full recruitment and placement cycle: identifying vacancies, preparing announcements, screening applications, shortlisting candidates, and conducting interviews. The role includes serving on appointment and promotion bodies, preparing case presentations, and generating data and statistics using Inspira for reporting. Monitoring and evaluating recruitment activities, recommending procedural improvements, and supervising HR Assistants are also core duties. Furthermore, the officer will support the Junior Professional Officer (JPO) program, provide advice on staff selection policies, assist in job classification, and contribute to policy papers. Data analysis and visualization for informed decision-making are also expected.
Work Experience
A minimum of five years of progressive experience in human resources management or administration is required. Essential experience includes recruitment, talent sourcing, and application screening. Proficiency with ERP systems like Inspira is also mandatory. Desirable experience includes organizing outreach activities, providing recruitment policy guidance, and working within the UN Common System or similar international organizations.
