Organizational Context
The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable towns and cities, acting as the UN system's focal point for urbanization. The Strategic Planning and Monitoring Unit, based in Nairobi and part of the Corporate Management Division, advises on strategic and policy matters, oversees results-based programming, and monitors global agendas.
Job Purpose
This role leads the Strategic Planning and Monitoring Unit within UN-Habitat, Nairobi. The purpose is to guide and coordinate the development and implementation of multi-year strategic plans and annual work programs, ensuring alignment with UN-Habitat's objectives and global agendas. The incumbent will oversee the results framework, monitor progress, provide strategic input for project design, and manage the unit's work program. This includes preparing high-level reports for intergovernmental bodies, ensuring quality outputs, managing budgets, and fostering a results-based management approach. The role contributes to sustainable urban development by identifying growth potential, emerging issues, and strategic challenges, and developing policy positions.
Responsibilities
Coordinate multi-year strategic plans and annual work planning processes, ensuring timely execution and alignment with guidelines. Lead the development and refinement of results frameworks, incorporating lessons learned and best practices. Oversee corporate monitoring and reporting for the Strategic Plan and Annual Work Programme. Provide expert input on project design, including theory of change and logical frameworks. Manage and direct the work program of the Strategic Planning Unit, conducting programmatic and substantive reviews. Contribute substantive input for position papers and reports to intergovernmental bodies. Ensure high-quality, clear, and data-driven outputs from the Unit. Prepare work program inputs, prioritizing activities and allocating resources. Manage programmatic and administrative tasks, including budgeting and performance monitoring. Recruit, manage, guide, develop, and train staff, fostering teamwork and effective support. Represent the organization in relevant inter-agency meetings. Analyze data to identify trends and provide insights for data-driven decision-making and reporting.
Work Experience
A minimum of seven years of progressive experience in budget, finance, strategic planning, or policy analysis is required. Three years of experience in preparing high-level institutional strategies and reports for senior leadership is necessary. Three years of experience in monitoring, evaluating, and reporting on strategic plans and RBM frameworks is also required. Experience in presenting strategic matters and advising senior management is essential. Experience with UN field operations, supervising staff, managing teams, and data analytics is desirable.
