Customs Training Consultant - HPMP Stage II (second tranche) in Ghana

Organizational Context

The United Nations Environment Programme (UNEP), a key implementing agency of the Montreal Protocol, seeks a consultant to support customs training activities in Ghana. This role, within UNEP's Law Division, Africa Office, will report to the Montreal Protocol Regional Network Coordinator and collaborate with Ghana's National Ozone Unit to strengthen national capacity in controlling illegal trade of ozone-depleting substances.

Job Purpose

This consultancy aims to strengthen Ghana's national capacity to control the illegal trade of HCFCs and other ozone-depleting substances. The consultant will achieve this by delivering high-quality, gender-responsive customs training workshops and providing practical instruction on the use of refrigerant identifiers. The role directly supports the Hydrochlorofluorocarbon (HCFC) Phase-out Management Plan (HPMP) Stage II, ensuring effective implementation of approved activities and contributing to Ghana's environmental protection goals. The consultant's work is crucial for enhancing enforcement capabilities at ports of entry and ensuring compliance with international environmental agreements.

Responsibilities

The consultant will develop and implement a detailed work plan for customs training activities under HPMP Stage II in Ghana. Key duties include conducting five training workshops for customs officer trainers on refrigerant identifiers, developing and updating training materials (presentations, case studies, SOPs), and coordinating logistics with relevant Ghanaian authorities, including the Customs Division of the Ghana Revenue Authority. The consultant will also prepare comprehensive training and progress reports, including gender-disaggregated data and evaluation analysis, and submit a final report detailing achievements, lessons learned, and recommendations for future enforcement strengthening.

Work Experience

A minimum of five years of progressive experience in environmental management, customs enforcement, engineering, environmental science, or a related field is required, preferably within the context of international environmental agreements. Practical experience in customs capacity building, environmental regulation enforcement, and border control procedures is essential. Experience with national customs authorities and ODS control systems is highly desirable.

Skills

Technical knowledge of ozone-depleting substances (ODS) and their trade control measures; proficiency in refrigerant identification technologies; experience in customs capacity building and enforcement of environmental regulations; strong coordination and reporting skills; ability to develop training materials and conduct workshops; familiarity with Montreal Protocol activities is an advantage.
