Organizational Context
UN-Habitat, the United Nations Human Settlements Programme, is mandated to promote sustainable cities and human settlements globally. The Independent Evaluation Unit (IEU) requires an Evaluation Portal to centralize tracking of recommendations, workplans, and lessons learned, improving oversight and knowledge management. This role supports the IEU's function within the UN Secretariat.
Job Purpose
The purpose of this role is to develop and deliver a functional Evaluation Portal as a single Power Apps canvas application. This portal will integrate with the existing Donor Information Platform (DIP) Azure SQL database, consolidating evaluation data, recommendations, and lessons learned into a searchable library. It aims to enhance accountability through edit-locks, provide automated reminders, and offer read-only Power BI dashboards for status tracking. The portal will be accessible to all UN-Habitat staff, improving the efficiency and effectiveness of the Independent Evaluation Unit's oversight and knowledge management functions, while adhering to the CODE model for scalability and integration with the digital workspace.
Responsibilities
Develop a comprehensive Power Apps canvas application to serve as the Evaluation Portal, encompassing both tracking functionalities for evaluations, recommendations, and workplans, and a searchable library for reports and lessons learned. Implement edit-locks to ensure data integrity, allowing modifications only by authorized personnel. Design and develop a fast-filtering library for metadata such as region, country, and type. Create scheduled reminder flows for recommendations and advise on other workflows to enhance knowledge management. Develop read-only Power BI dashboards to visualize recommendation status and ongoing evaluations. Ensure all development complies with the CODE model for scalability and integration with the UN's digital workspace, working in close collaboration with OICT.
Work Experience
Requires at least two years of experience in Power Apps canvas app development. Proficiency in Azure SQL (tables, views, stored procedures, indexing) and Power Automate for scheduled flows is essential. Experience with Power BI dashboards is also required. Familiarity with UN Secretariat governance and UN-Habitat's OICT setup is desirable.
