Organizational Context
The United Nations Relief and Works Agency (UNRWA) is a UN organization providing assistance to approximately 5.8 million Palestine refugees across the Middle East. With over 30,000 staff, it is the largest UN operation in the region, funded by voluntary contributions. The Human Resources Services (HRS) Division in Field Offices delivers essential services including payroll, entitlements, and personnel movements.
Job Purpose
This role supports the Human Resources Services (HRS) Division by assisting in the management of HR activities for staff and personnel within a designated portfolio. The incumbent ensures compliance with UNRWA's regulations and directives concerning payroll, entitlements, and personnel records. Key contributions include preparing and processing personnel actions, managing HRM system transactions, maintaining accurate records, and generating reports. The position also involves providing guidance to assigned staff, allocating work, and responding to HR-related queries, ultimately contributing to the efficient and compliant administration of human resources within the Field Office.
Responsibilities
Assists in managing assigned HR activities, ensuring compliance with staff regulations and directives related to payroll, entitlements, and personnel records. Provides guidance and technical training to subordinate staff, allocating work as appropriate. Prepares, checks, and authorizes Personnel Action Forms, other documents, and correspondence for various personnel actions, including appointments, leaves, allowances, assignments, retirements, and separations. Reviews and processes transactions in the HRM System, particularly payroll elements, ensuring accuracy. Coordinates the preparation and maintenance of personnel records and post action requests. Compiles summaries of personnel cases and prepares statistical and other reports for supervisors. Maintains personnel records and files, and assists in responding to staff and departmental queries.
Work Experience
Requires three years of relevant human resource management experience in an international, governmental, or commercial organization, with at least one year in a supervisory HR role. Proficiency in MS Office applications, the internet, and office technology equipment is also required.
