Organizational Context

The United Nations Environment Programme (UNEP) is the leading voice for the environment within the UN system, promoting sustainable development and the wise use of the global environment. The Industry and Economy Division, specifically the Economic and Fiscal Policy Unit (EFPU), plays a key role in the Partnership for Action on Green Economy (PAGE), supporting countries in their transition to inclusive green economies through analytical tools and policy support.

Job Purpose

This consultancy aims to strengthen regional macroeconomic modelling capabilities under the PAGE country programmes in Senegal and South Africa, as well as PAGE's global regional macroeconomic modelling workstream. The role will provide robust analytical evidence to inform policy design and decision-making by national governments and regional institutions. The consultant will contribute to model development and application, prepare analytical and knowledge products, and respond to technical requests. This position is crucial for supporting UNEP's efforts in advancing inclusive green economy transitions and sustainable economic transformation, contributing to the achievement of the Sustainable Development Goals (SDGs). The work involves applying macroeconomic and green economy models to inform evidence-based policymaking at national and regional levels.

Responsibilities

The consultant will provide technical expertise to support regional macroeconomic modelling activities under the PAGE Senegal programme and PAGE's global work. Key responsibilities include contributing to model development and application, preparing analytical and knowledge products, and responding to technical requests from governments and regional partners. This involves reviewing draft analytical reports, modelling outputs, and policy documents, providing consolidated technical and editorial feedback to strengthen methodologies and data quality. The role also entails providing technical advice and analytical inputs for modelling activities, reviewing updates and outputs from modelling initiatives, and supporting stakeholder engagement and validation processes through technical contributions to workshops and documentation of feedback. Additionally, the consultant will provide advisory support on just transition and circular economy policy applications, assessing alignment with national priorities and international frameworks, and supporting knowledge management by identifying lessons learned and contributing to knowledge products.

Work Experience

A minimum of five years of accumulated work experience in environmental economics with a focus on macroeconomic modelling is required. Experience working on public policies, producing economic analysis at global, national, and sectoral levels, and providing policy advice to national governments is advantageous. Experience collaborating with governments and the UN system on Green Economy and sustainable development themes, as well as experience with system dynamics-based models, are also considered beneficial.
