Anti-Corruption and Climate Governance Consultant

Organizational Context

The United Nations Office on Drugs and Crime (UNODC) leads global efforts to prevent and combat corruption, serving as the guardian of the UN Convention against Corruption (UNCAC). Its Corruption and Financial Crime Branch (CFB) has established a hub for Latin America and the Caribbean to enhance anti-corruption services. This role supports the Latin American and Caribbean Organization of Supreme Audit Institutions (OLACEIS) in addressing corruption risks within climate governance.

Job Purpose

This consultancy aims to strengthen the capacity of Supreme Audit Institutions (SAIs) in Latin America and the Caribbean to address corruption risks related to climate change and environmental governance. The consultant will develop a comprehensive audit guide and a virtual training course focused on identifying and mitigating these risks, particularly concerning carbon registries and climate funds. Additionally, the role involves creating and promoting audit planning templates to integrate corruption risk assessment into climate-related audits. The consultant will also contribute expertise to dialogue series on environmental governance, fostering collaboration and knowledge exchange among SAIs to enhance their oversight functions in this critical area.

Responsibilities

Develop an audit guide on corruption and climate change, incorporating international best practices and guidance on risks associated with carbon registries, climate funds, and other vulnerable activities. Design and deliver two virtual workshops for auditors from OLACEIS to collaboratively develop and validate the audit guide and training course content. Create audit planning templates that specifically address corruption risks in climate change contexts. Participate as an expert in dialogue series on corruption and environmental governance, providing technical insights. Present the final audit guide and training course design package, ensuring it is suitable for delivery via the OLACEIS virtual learning platform. Ensure all deliverables are aligned with the UNODC's anti-corruption mandate and the objectives of the UNODC Hub for Latin America and the Caribbean.

Work Experience

A minimum of ten years of relevant professional experience in environmental governance, climate change policy, environmental oversight, public auditing, or anti-corruption is required. Experience in policy analysis, drafting reports on environmental governance or climate finance, and knowledge of corruption risks in these sectors are essential. Familiarity with SAIs, INTOSAI standards, and regional networks like OLACEIS is desirable.

Skills

Excellent written and verbal communication skills. Knowledge of corruption and integrity risks in climate governance and public finance. Experience in research, policy analysis, and report drafting. Familiarity with UNCAC, UNODC's mandate, and international climate governance frameworks. Experience with SAIs and public oversight systems is desirable.
