Programme Analyst (Technical Projects)
Organizational Context
The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development and adequate housing for all. Its Regional Office for Latin America and the Caribbean (ROLAC) is based in Rio de Janeiro. UN-Habitat actively supports urban development initiatives in Brazil, focusing on improving living conditions in peripheral areas through infrastructure, social facilities, and community empowerment.
Job Purpose
This role supports the implementation of the Periferia Viva Program in Santo André, São Paulo, a UN-Habitat initiative aimed at coordinating public policies and strengthening grassroots efforts in peripheral territories. The Programme Analyst will provide technical and managerial support to ensure the project's objectives are met regarding deadlines, budget, and quality. This includes offering technical advice, assisting municipal governments, coordinating activities, maintaining communication with partners, and ensuring the effective development and implementation of urban transformation interventions, such as infrastructure improvements and public space requalification, to promote the right to adequate housing.
Responsibilities
Provide technical advice and support for project activities, ensuring comprehensive development in the territory and addressing physical, legal, and social aspects within the Periferia Viva Action Plan. Assist municipal governments with program actions, including preparing terms of reference and analyzing resettlement projects. Participate in local meetings and provide managerial support to coordinate the project's work program, including activity development and approval. Maintain close communication with counterparts and local partners. Perform technical, administrative, and management tasks to ensure project objectives are met regarding deadlines, budget, and quality. Support the technical review of engineering and architecture project documents, ensuring community-friendly presentation. Develop technical documents with design guidelines based on community input. Systematize and exchange successful practices and experiences. Conduct technical activities to meet project deadlines and objectives. Provide inputs for risk identification and mitigation. Attend meetings and conferences. Document expert group meetings, forums, and other project-related activities. Prepare reports for partners and internal use. Participate in missions as requested.
Work Experience
A minimum of seven years of experience in interventions within peripheral territories in Brazil, including slum upgrading projects, is required. Experience with sustainable urban development projects and previous experience within or with the United Nations System are desirable.
Skills
Proficiency in Windows, Microsoft Office Suite, Outlook, Microsoft Teams, and web search engines. Mastery of technological tools, software, and online platforms. Good knowledge of project management methodologies. Experience with GIS is desirable. Ability to work in inter-institutional environments, manage projects, and monitor/evaluate. Strong planning, organization, and communication skills. Ability to work effectively in multicultural teams and difficult environments.
