City-wide Inclusive Sanitation (CWIS) Planning Expert

Organizational Context

The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development. The Global Water Operators’ Partnerships Alliance (GWOPA), led by UN-Habitat, supports water and sanitation operators globally. This role supports a project focused on equitable, climate-resilient sanitation services in South and Southeast Asia, hosted by Germany.

Job Purpose

The City-wide Inclusive Sanitation (CWIS) Planning Expert will develop comprehensive sanitation plans for three specific cities: Luang Prabang and Attapeu in Lao PDR, and Mechinagar Municipality in Nepal. This role is crucial for addressing the global sanitation crisis by enhancing operational improvements in sanitation infrastructure and public service delivery, particularly for low-income and vulnerable communities. The expert will contribute to strengthening the capacity of water and sanitation operators through peer learning mechanisms, ensuring services are climate-resilient, equitable, and gender-inclusive, ultimately supporting the Sustainable Development Goals (SDGs).

Responsibilities

Develop City-wide Inclusive Sanitation (CWIS) Plans for three cities, including Luang Prabang, Attapeu, and Mechinagar Municipality. Lead multi-stakeholder engagement for inclusive participation and local ownership. Conduct baseline assessments of existing sanitation services, infrastructure, and financial flows. Review and map institutional arrangements, identifying gaps and proposing clear roles. Assess and promote service equity for vulnerable populations. Study climate change impacts and propose resilient measures. Develop a monitoring and evaluation framework with KPIs. Design sustainable financial strategies for affordability and viability. Propose capacity-building and institutional strengthening plans. Draft, validate, and finalize CWIS plans, including abridged versions for policymakers. Support early implementation, document lessons learned, and promote good practices. Attend missions, workshops, and meetings, contributing to reporting.

Work Experience

A minimum of 5 years of working experience in international cooperation, preferably related to urban water and sanitation issues, is required. Experience in data management, baseline assessments, stakeholder engagement, capacity building, knowledge management, partnerships, and utilities is necessary. Experience in conducting research and drafting reports is also required. Previous experience with UN or other bilateral/multilateral organizations is desirable.
