Organizational Context

UN-Habitat, the UN agency for human settlements, promotes sustainable communities and adequate shelter for all. It supports Member States through normative and operational work, linking policy and capacity-building. UN-Habitat also monitors progress on the New Urban Agenda and SDG 11, aligning with agreements like the Paris Agreement on Climate Change.

Job Purpose

This role serves as a Project Evaluation Consultant for the UN Secretariat, specifically within the United Nations Human Settlements Programme (UN-Habitat). The primary purpose is to conduct a comprehensive, independent final evaluation of the project "Increasing the Resilience of Displaced Persons and Host Communities to Climate Change-Related Water Challenges in Jordan and Lebanon." This evaluation will assess the project's relevance, efficiency, effectiveness, sustainability, and impact. The consultant will deliver key outputs including an inception report, draft and final evaluation reports, and a presentation of findings. The ultimate goal is to provide UN-Habitat, the Adaptation Fund Board, and national partners with evidence-based conclusions, lessons learned, and strategic recommendations to inform future climate resilience and water management programming in Jordan and Lebanon.

Responsibilities

The Project Evaluation Consultant is responsible for conducting a comprehensive independent final evaluation of the specified project. This includes developing an inception report, drafting and finalizing the evaluation report, and presenting key findings to stakeholders. The consultant will assess the project's performance against its objectives, expected accomplishments, and outputs. Key areas of evaluation include relevance, efficiency, effectiveness, sustainability, impact outlook, and coherence. The role also involves assessing project management, execution modalities, partnerships, coordination mechanisms, and resource utilization. Furthermore, the consultant must ensure alignment with the Adaptation Fund's Evaluation Policy and its Environmental and Social Policy and Gender Policy, including assessing the integration of gender equality, social inclusion, human rights, and protection of vulnerable groups. Identifying lessons learned and formulating strategic, programmatic, and management recommendations for future initiatives is also a core responsibility.

Work Experience

Requires 7 years of professional experience in evaluating major multidisciplinary projects. Demonstrated extensive experience in monitoring and evaluation, with the ability to present credible, evidence-based findings and recommendations, is essential. Experience evaluating climate change adaptation, water management projects, or social-economic development is desired, as is prior experience with Adaptation Fund projects.
