Organizational Context
This Finance Assistant position is within the Finance and Budget Unit of the Office of the Special Envoy of the Secretary-General for Yemen (OSESGY), based in Sana'a. The role reports to the Associate Finance and Budget Officer and supports the financial operations of the office.
Job Purpose
The Finance Assistant is responsible for reviewing invoices, verifying supporting documents, and ensuring compliance with UN financial regulations and rules. This role coordinates timely disbursement of payments via cheque, cash, or wire transfer, and maintains accurate records of all financial transactions, including incoming/outgoing invoices, claims, and local advances. The position also assists in managing receivable and payable accounts, petty cash disbursements, and contributes to financial reporting, budget monitoring, and year-end closing processes. The incumbent provides essential support to staff and vendors regarding financial queries and maintains financial records.
Responsibilities
Review and verify invoices and supporting documents for goods and services, ensuring adherence to UN Financial Regulations and Rules. Coordinate timely payment disbursements through cheques, cash, or wire transfers. Maintain comprehensive records of all incoming and outgoing invoices, claims, and local advances, ensuring timely settlement. Provide necessary details to local banks for payments and transfers. Assist in managing receivable and payable accounts and coordinate local cash disbursements via imprest/petty cash. Prepare weekly imprest/petty cash status reports, monthly expenditure reports, and assist with year-end financial closing. Monitor budget implementation and expenditures, and review funds commitments and obligations. Prepare periodic financial and expenditure schedules and respond to financial transaction queries from staff and vendors. Maintain proper archives of all financial records and perform other assigned duties.
Work Experience
A minimum of five years of experience in Accounting or Finance is required, reduced to three years for candidates with a first-level degree or higher. Experience with SAP or similar ERP systems and proficiency in MS Excel are mandatory. Experience with UN systems, imprest funds/petty cash management, and vendor payment processing are desirable.
