The Economic Commission for Latin America and the Caribbean (ECLAC) is undertaking a consultancy to analyze productive development policies in San Luis Potosí, Mexico. This analysis will contribute to a volume on subnational productive development policies in Mexico and support the project 'Regional Integration and Green Productive Development'. The role is home-based.
Job Purpose
This consultancy aims to provide an integral analysis of San Luis Potosí's productive development policies, examining their trajectory, instruments, and impact on productive transformation. The findings will inform a broader publication on subnational policies in Mexico and contribute to ECLAC's project on regional integration and green productive development. The role supports the generation of knowledge for a more productive, inclusive, and sustainable future in Latin America, focusing on strategies to overcome development traps and promote sustainable, inclusive, and innovative territorial development.
Responsibilities
The consultant will conduct an in-depth review of ECLAC documentation on productive development policies, developing a research protocol and tentative index. Key tasks include characterizing San Luis Potosí's economic, social, and demographic landscape, and analyzing its productive structure. A detailed examination of state-level capacities and implemented productive development policies across different periods (1970-2026) is required, identifying their objectives, instruments, governance, and impact on exports, technology, employment, and environmental sustainability. The consultant will systematize findings, lessons learned, and policy recommendations based on a defined policy lifecycle framework, and participate in follow-up meetings.
Work Experience
A minimum of 5 years of experience is required in areas such as public policy, industrial policy, economic development, or value chains. Experience in analyzing subnational productive development policies is also necessary.
