Job Purpose
This consultancy requires a Mid-Term Review (MTR) of the GEF Enhancing Land Management and Strengthening Ecosystem Resilience for Integrated Landscape Restoration and Climate-Resilient Food Systems project in Carriacou, Grenada. The purpose is to assess project progress, identify challenges, and recommend corrective actions. The review will evaluate the project's relevance, effectiveness, and efficiency to determine its likelihood of achieving intended outcomes and sustainability. The consultant will produce a comprehensive MTR report, contributing to the effective implementation and future success of the project.
Responsibilities
Conduct a preliminary desk review and introductory interviews with project staff. Prepare a review framework aligned with UNEP's evaluation guidelines, identify stakeholders, and develop an interview matrix. Plan the review schedule and prepare an Inception Report. Undertake further desk review, data analysis, and in-depth interviews with project agencies, partners, and stakeholders. Conduct a field assessment mission, reporting progress and any encountered issues to the Task Manager. Draft and finalize the Main Review Report, including an executive summary, detailed analysis, lessons learned, recommendations, and an annotated ratings table. Manage stakeholder relations to ensure a participatory yet independent review process.
Work Experience
At least seven years of technical/evaluation experience is required, preferably including evaluating large, regional, or global programs using a Theory of Change approach. Experience with Sustainable Land Management (SLM) and the UN system, particularly UNEP, is desirable. Professional experience in natural resource management and biodiversity conservation in Latin America and the Caribbean is also desirable.
