Terminal Review Expert - Sustainable Land Management in the Commonwealth of Dominica (GEF 9667)
Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority, setting the environmental agenda and promoting sustainable development. Its Ecosystems Division supports environmental policy implementation and capacity building in developing countries. The GEF Biodiversity and Land Degradation Unit oversees over 200 global projects, including the recently completed "Sustainable Land Management in the Commonwealth of Dominica" project.
Job Purpose
This consultancy aims to conduct a Terminal Review of the "GEF Sustainable Land Management in the Commonwealth of Dominica (Dominica SLM)" project. The purpose is to assess the project's overall achievements, identify challenges encountered, and engage with project counterparts to address any outstanding issues. The review will evaluate the project's effectiveness in establishing landscape-level planning, information, and coordination frameworks to support sustainable agriculture and watershed management, and in reducing land degradation effects on ecosystem services. The findings will inform future project development and UNEP's environmental initiatives.
Responsibilities
The consultant will conduct a comprehensive Terminal Review of the Dominica SLM project. Key responsibilities include: performing a preliminary desk review and introductory interviews; preparing a review framework aligned with UNEP's evaluation guidelines; identifying stakeholders and developing an interview matrix; planning the review schedule; preparing an Inception Report. During the data collection and analysis phase, the consultant will conduct further desk reviews, analyze data, and conduct in-depth interviews with project agencies and stakeholders. This includes undertaking a field assessment mission of approximately seven days. The consultant will regularly report progress to the Task Manager and draft the Main Review Report, ensuring it is complete, coherent, and consistent with the Terms of Reference and guidelines. Finally, the consultant will liaise with the Task Manager to address comments, finalize the report, and prepare a Response to Comments annex.
Work Experience
A minimum of seven years of evaluation experience is required, with a preference for experience evaluating large, regional, or global programs using a Theory of Change approach. Experience in Sustainable Land Management (SLM) and understanding the national implementation context is desirable. Familiarity with the UN system and UNEP's work is an advantage. Professional experience in Latin America and the Caribbean on natural resource management and biodiversity conservation is also desirable.
Skills
Evaluation experience (minimum 7 years), experience with large/regional/global programs, Theory of Change approach, understanding of Sustainable Land Management (SLM), knowledge of UN system/UNEP, professional experience in Latin America and Caribbean (natural resource management/biodiversity conservation), fluency in English (oral and written).
