The Office for the Coordination of Humanitarian Affairs (OCHA), part of the UN Secretariat, is responsible for coordinating humanitarian actors to ensure coherent responses to emergencies. Job Purpose
The Humanitarian Affairs Officer (Accountability and Impact Team Liaison) in Caracas, Venezuela, plays a crucial role in monitoring and analyzing humanitarian developments that may affect the Humanitarian Financing Unit (HFU). The incumbent will organize studies, support policy development, and participate in complex projects like disaster assessments. This role involves coordinating international humanitarian assistance, drafting situation reports, and ensuring effective use of donor contributions. A key function is liaising with various stakeholders, including government officials, UN agencies, NGOs, and media, to facilitate humanitarian efforts and provide policy advice. The position also involves data analysis for informed decision-making and reporting, contributing to the overall effectiveness of humanitarian action.
Responsibilities
Monitor, analyze, and report on humanitarian developments and emergency situations impacting the Humanitarian Financing Unit. Organize studies and interagency meetings to support policy development and decision-making. Participate in disaster assessments and coordinate international humanitarian assistance, ensuring necessary support and drafting situation reports. Partner with humanitarian agencies to plan and evaluate programs, incorporating lessons learned and gender considerations. Manage and ensure the proper use of donor contributions. Establish and maintain contact with government officials, UN agencies, NGOs, diplomatic missions, and media. Support technical assistance and field missions, conducting in-depth reviews of coordination mechanisms. Prepare various reports, documents, and communications. Serve as the primary focal point for AIT management, staying updated on developments and liaising with stakeholders. Provide advice on policy issues related to humanitarian principles and effective assistance delivery. Organize and participate in work groups and conferences. Provide guidance and supervision to junior staff. Collect and analyze data using visualization methods for planning and reporting.
Work Experience
A minimum of five years of progressive experience in humanitarian affairs, emergency preparedness, crisis management, or related fields is required. Field experience in emergency situations (complex emergencies or natural disasters) is essential. Experience in monitoring, reporting, and information sharing is also required. Experience in program management, risk management, and analysis is desirable, as is experience within the UN system or a comparable international organization, particularly in the Latin America region.
