International Consultant (Expert in trafficking in persons for forced labour in supply chains)

Organizational Context

The United Nations Office on Drugs and Crime (UNODC) is the guardian of the UN Convention against Transnational Organized Crime and its Trafficking in Persons Protocol. UNODC mandates to promote global adherence and assist Member States in implementation. The Civil Society Team facilitates stakeholder involvement, while the Human Trafficking and Migrant Smuggling Section provides policy guidance and technical assistance.

Job Purpose

This role supports UNODC's project on public-private partnerships to prevent and combat trafficking in persons for forced labour in supply chains. The consultant will develop a comprehensive guidance manual for businesses, translating international standards and due diligence expectations into practical, operational measures. This manual will address risks across various supply chain stages and facilitate private-sector application of preventive and responsive strategies, strengthening cooperation with public authorities and civil society. The work contributes to fostering private-sector engagement in implementing UN conventions and protocols related to human trafficking.

Responsibilities

The consultant will develop a comprehensive guidance manual on preventing, identifying, and responding to trafficking in persons for forced labour in supply chains. This involves conducting evidence reviews, drafting technical content, managing online consultations with diverse stakeholders, and validating the manual through an Expert Group Meeting. Key tasks include preparing an inception note, performing desk research and mapping of relevant resources, analyzing recent developments in due diligence and responsible business conduct, and identifying promising practices. The consultant will draft practical recommendations, risk indicators, and tools adaptable across sectors and company sizes, integrating victim-centred approaches and public-private partnership strategies.

Work Experience

A minimum of 7 years of progressive experience is required in countering trafficking in persons and forced labour, promoting business and human rights, responsible business conduct, human rights due diligence, labour rights, or supply chain monitoring. Demonstrated experience in researching and drafting policy guidance, manuals, or toolkits for business, government, or international audiences is essential. Experience translating standards into practical tools and engaging with private sector entities is also required.
