Organizational Context
The United Nations Support Office in Haiti (UNSOH) provides support to various Haitian entities and international partners, as mandated by Security Council resolution 2793 (2025). The Contingent Owned Equipment Officer, reporting to the Senior Logistics Officer, is based in Port-au-Prince within the Mission Support Section. This role is crucial for managing all contingent owned equipment operations.
Job Purpose
The Contingent Owned Equipment Officer is responsible for the efficient and effective management of all contingent owned equipment (COE) operations within the United Nations Support Office in Haiti (UNSOH). This involves providing policy and technical advice on the COE System to mission leadership, contributing countries, and peacekeeping partners. The role includes developing mission-specific policies and procedures for Memoranda of Understanding (MOU), interpreting the COE Manual, and identifying necessary amendments to enhance operational capabilities. The officer liaises between field missions and Headquarters on COE matters, coordinates daily support, and reviews operational and logistic plans to ensure conformity with COE standards. This position is key to ensuring compliance and effective management of COE resources.
Responsibilities
The Contingent Owned Equipment Officer provides policy and technical advice on the COE System to senior leadership and peacekeeping partners. Responsibilities include developing mission-specific policies and procedures for MOUs, interpreting the COE Manual, and suggesting amendments. The role involves liaising between field missions and Headquarters, coordinating COE operations, and reviewing logistic support plans for compliance. Key duties include planning and supervising COE/MOU inspections (arrival, operational readiness, repatriation) for formed military and police units. The officer processes Verification Reports (VRs), conducts performance analysis, and oversees compliance with MOU obligations. Additionally, the role involves managing the COE/MOU Management Review Board, responding to audit reports, and exercising managerial control over the COE Unit's functions, including work planning and performance measures. The global COE KPI management program is also overseen.
Work Experience
A minimum of seven years of progressive experience in managing logistic support operations and property management within military or police organizations is required. Essential experience includes relevant COE field work in international peacekeeping operations, planning/supervising COE/MOU inspections, and serving on or managing the Mission’s COE/MOU Management Review Board. Experience in strategic policy development is desirable.
