The UN Secretariat's Department of Economic and Social Affairs, through the SIDS Unit of UN-OHRLLS, supports Small Island Developing States (SIDS) in achieving development aspirations. This role supports the operationalization of the Island Investment Forum (IIF) as a key initiative within the SIDS Centre of Excellence (CoE), located in Antigua and Barbuda, to enhance SIDS' capabilities and resilience.
Job Purpose
This consultant role is crucial for implementing the Antigua and Barbuda Agenda for Small Island Developing States (ABAS) by operationalizing the Island Investment Forum (IIF) within the SIDS Centre of Excellence (CoE). The purpose is to enhance the capabilities and resilience of SIDS in addressing development challenges and achieving prosperous outcomes. The role involves developing strategic plans, operational models, and capacity-building initiatives to foster foreign direct investment (FDI) cultivation. By establishing robust frameworks, tools, and training programs, the consultant will empower SIDS to improve investment promotion, project development, and stakeholder engagement, ultimately contributing to sustainable development and economic resilience.
Responsibilities
Develop a strategic vision and operational model for the Island Investment Forum (IIF), including a 12-month workplan, governance framework, and staff terms of reference. Design a Monitoring and Evaluation (M&E) framework with key performance indicators. Establish platforms for managing client relationships and identifying potential partners. Create engagement and outreach strategies for pilot SIDS and development partners. Develop training materials and deliver capacity-building sessions for Centre of Excellence (CoE) staff on FDI policy and investment promotion, progressively transferring knowledge and responsibilities. Develop operational guidance, tools, and reference materials, including guidelines for National Focal Points (NFPs) on project identification, investor readiness, and engagement with partners. Prepare investment brief templates, databases of development partners and private investors, and practical tools for investment facilitation. Support pilot implementation through coaching and mentoring of CoE staff and NFPs, including training Trainers within participating SIDS. Monitor implementation, conduct performance assessments, and ensure effective knowledge transfer to enable independent support for SIDS.
Work Experience
A minimum of 10 years of progressive experience in organizational leadership, strategic planning, and multi-stakeholder institutional development is required. Experience in investment facilitation, financing mechanisms (especially in SIDS or developing economies), setting up development partnerships, governance structures, and capacity building is essential. Experience advising SIDS governments and development institutions is required.
