National consultant on HRBA to education

Organizational Context

The Office of the High Commissioner for Human Rights (OHCHR) seeks a National Consultant to embed human rights, human rights education, and a human rights-based approach (HRBA) into educational policy, culture, and practice in Moldova. This role supports curriculum reform and works with seven pilot educational institutions to foster a rights-compliant environment.

Job Purpose

The purpose of this consultancy is to strengthen Moldova's national curriculum and education processes by institutionalizing regulatory and methodological frameworks that integrate the Accelerated Learning Programme (ALP) and a human rights-based approach to education by 2027. The role aims to enhance the professional capacities of national and local education authorities and the teaching workforce to deliver inclusive, human rights-based education, particularly for Roma and refugee learners. This involves developing educational resources, delivering training programs, and supporting the mainstreaming of human rights principles into educational policies, practices, and materials, ultimately fostering human rights-friendly schools.

Responsibilities

The consultant will develop and pilot methodologies for evaluating the human rights environment in seven selected institutions. They will support these institutions in creating action plans for a human rights-compliant environment and assist in reviewing/developing internal policies from a human rights perspective. Key duties include developing and conducting capacity-building programs and coaching sessions for school administration and teachers on human rights and HRBA. The consultant will also develop inclusive, practice-oriented educational resources, guidelines, and instruments, including training modules and toolkits. They will design and deliver Training of Trainers (ToT) programs and support regional trainers in disseminating this training. Additionally, the role involves supporting the establishment of Continuous Professional Development (CPD) pathways for human rights education and assisting in mainstreaming human rights, equality, and inclusion into curriculum reform and teacher training.

Work Experience

A minimum of five years of experience in the human rights field or related social sciences (including pedagogy, sociology, psychology) is required. Proven experience in developing human rights-related documents and expertise in equality and human rights in Moldova are essential. Experience supporting curriculum experts on human rights, equality, and inclusion is a strong asset.
