Organizational Context

The Office of the High Commissioner for Human Rights (OHCHR) seeks a National Consultant on Inclusion in Education based in Chisinau, Moldova. This role supports the integration of a human rights-based approach to education, focusing on equality and inclusion for vulnerable groups. The consultant will work with the Ministry of Education and Research and pilot schools to enhance educational practices and teacher capacities.

Job Purpose

The National Consultant on Inclusion in Education will play a crucial role in embedding a human rights-based approach within Moldova's education system. The purpose is to foster equality and inclusion, increasing the acceptance of children from vulnerable groups. This involves developing and piloting methodologies, supporting institutional action plans, and reviewing/developing school policies from a human rights perspective. The role also aims to enhance the professional capacities of education authorities and teachers to deliver inclusive education, particularly for Roma and refugee learners, by developing resources and delivering training programs. The ultimate goal is to strengthen the national curriculum and educational processes to be more responsive to the needs of all learners.

Responsibilities

The consultant will strengthen the national curriculum by institutionalizing regulatory and methodological frameworks for a human rights-based approach to education. Key duties include developing and piloting evaluation instruments, supporting pilot institutions in creating inclusive action plans, and assisting schools in reviewing and developing policies to integrate human rights, equality, and non-discrimination. The role involves designing and conducting capacity-building programs and coaching for school administration and teachers on equality, inclusion, and working with marginalized groups. Additionally, the consultant will support the development of inclusive educational resources and guidelines, and deliver Training of Trainers (ToT) programs on human rights education. The consultant will also contribute to mainstreaming human rights, equality, and inclusion into initial and continuous teacher education through curriculum review and stakeholder engagement.

Work Experience

Requires at least 5 years of experience in pedagogy, psychology, or inclusive education. Must have proven experience in designing and delivering training programs focused on inclusive education, equality, and working with marginalized groups. Expertise in promoting the inclusion of children from marginalized groups in education is essential. Experience providing coaching for teachers and developing training programs for education professionals is a significant advantage.
