Organizational Context
The United Nations Support Office in Haiti (UNSOH) provides support to the Gang Suppression Force, the UN Integrated Office in Haiti, the Haitian National Police, and the Haitian Armed Forces. UNSOH also delivers technical assistance to the Organization of American States. This Chief, Human Rights role is based in Port au Prince and leads the Human Rights Diligence Unit, reporting to the Head of UNSOH.
Job Purpose
The Chief, Human Rights Officer is responsible for coordinating the implementation of the Human Rights Due-Diligence Policy (HRDDP) on UN support to non-UN forces. This involves coordinating risk assessments, gathering human rights monitoring information, and advising on policy implementation. The role advises the Head of UNSOH on human rights matters, represents UNSOH on HRDDP, and negotiates human rights elements with relevant parties. The incumbent designs and implements policy changes, formulates the unit's work program and budget, and develops relations with government officials to advise on human rights issues related to UNSOH's mandate. The position also oversees human rights research and manages human rights officers.
Responsibilities
Coordinate the implementation of the Human Rights Due-Diligence Policy (HRDDP) for UN support to non-UN forces, including risk assessments and human rights monitoring. Advise the Head of UNSOH on HRDDP-related human rights matters and represent UNSOH on these issues. Negotiate human rights concerns with relevant parties to find long-range solutions within the context of UNSOH support. Propose policy directives and action plans for human rights issues. Design and implement policy and program changes addressing human rights, including gender dimensions. Formulate the unit's work program, budget, and medium-term plan. Develop and maintain high-level government relations, advising on human rights issues pertinent to UNSOH's mandate. Coordinate and oversee human rights research initiatives. Manage, coordinate, organize, and supervise other human rights officers and assigned organizational segments. Perform other related duties as required.
Work Experience
A minimum of ten years of progressively responsible experience in human rights, political affairs, international relations, or law is required. At least five years of experience implementing the HRDDP, including advising senior leadership, is necessary. Additionally, five years of experience engaging with government authorities and security services on human rights protection in high-violence situations is required.
