AIR OPERATIONS OFFICER

Organizational Context

The United Nations Support Office in Haiti (UNSOH) provides support to key Haitian entities and the UN Integrated Office in Haiti, as mandated by the Security Council. The Aviation Unit, based in Port-au-Prince, plays a crucial role in managing air transport operations within the mission, reporting to the Chief of Unit.

Job Purpose

The Air Operations Officer, P-3, is responsible for the comprehensive management and supervision of the Aviation Unit's activities. This includes ensuring all air operations adhere strictly to international standards, UN directives, and local regulations. The role involves overseeing routine, special, and military operational flights, managing search and rescue operations, and coordinating essential logistical support for aircrews. A key aspect is conducting aviation risk management and monitoring asset utilization to ensure maximum safety, cost-efficiency, and effectiveness in mission support. The officer also contributes to budget development and aircraft acquisition requirements, liaising with various stakeholders on aviation matters.

Responsibilities

Manage and supervise the Aviation Unit's operations, ensuring compliance with Air Tasking Orders (ATOs), Standard Operating Procedures (SOPs), UN directives, and international aviation standards (ICAO). Review and approve Air Mission Requests, assigning suitable air assets for safety and efficiency. Oversee routine, special, and military flights, including search and rescue operations. Coordinate diplomatic clearances, ground handling, and crew accommodations. Conduct aviation risk management and analyze asset utilization data. Develop and implement SOPs, and ensure aircrews are briefed on policies and safety requirements. Contribute to budget proposals and aircraft acquisition requirements, responding to UNHQ technical evaluations. Supervise operational planning, performance reporting, and audit responses. Analyze safety reports to identify and implement corrective actions. Manage staff assignments, work plans, and performance evaluations, and coordinate training activities.

Work Experience

A minimum of five years of progressive experience in air transport or aviation safety, including at least three years in managing complex international air transport operations. Experience with ICAO standards, air operations, aircraft contract management, and international post-conflict environments is required. Experience in quality management and knowledge of UN financial regulations are desirable.
