CONTRACTS MANAGEMENT OFFICER
Organizational Context
The United Nations Support Office in Haiti (UNSOH) provides support to key Haitian entities and international partners, including the Gang Suppression Force, BINUH, the Haitian National Police, and the Haitian Armed Forces. The organization also delivers technical assistance to the Organization of American States. This role is situated within the Service Delivery Pillar in Port-au-Prince, reporting to the Chief of Service Delivery.
Job Purpose
The Contracts Management Officer is responsible for planning and managing all contractual aspects of procurement projects within UNSOH. This includes developing and implementing operational plans, standard operating procedures, and initiatives for contract compliance and performance management. The role involves managing procurement support activities, contributing to statements of work, developing quality assurance and risk management plans, and assessing contractor performance. The officer will also oversee contract close-outs, coordinate with stakeholders on contractual matters, and administer contract performance reporting tools, analyzing trends to support oversight and decision-making. The position aims to ensure efficient and compliant contract execution.
Responsibilities
The Contracts Management Officer plans and manages all contractual aspects of procurement projects, establishing work programs and schedules. They develop and implement operational plans, SOPs, and initiatives for contract compliance and performance management. Responsibilities include managing procurement support, contributing to statements of work, and developing technical evaluation criteria. The role involves creating quality assurance plans, participating in contract risk assessments, and developing compliance checklists. The officer assesses contractor performance, addresses non-compliance, and manages contract close-outs, documenting lessons learned. Coordination with UN Secretariat entities and Headquarters stakeholders on contractual remedies is essential. Additionally, the officer administers contract performance reporting tools, manages system enhancements, analyzes performance trends, and drafts audit responses. Supervision of team performance indicators may also be required.
Work Experience
A minimum of five years of progressive experience in supply chain, project/contract management, logistics support, or procurement of contracts is required. Experience applying procurement and contract management policies in an international organization is desirable, as is experience with contract performance management systems and supporting performance monitoring, analytics, or reporting.
