Organizational Context
The UN Secretariat's reform aims to enhance the UN Development System's effectiveness in achieving the 2030 Agenda and SDGs. UN Resident Coordinator Offices (UN RCOs), led by empowered Resident Coordinators, support countries in reaching development priorities. This role is based in the UN RCO in Juba, South Sudan, reporting to the Development Coordination Officer.
Job Purpose
This role provides substantive support for strategic planning and coordination of UN Country Team (UNCT) partnerships to achieve the Sustainable Development Goals (SDGs). It involves guiding the development and implementation of UN Partnership Strategies, coordinating UNCT efforts, and liaising with UN entities and external stakeholders. The position serves as a key point of contact for partners, advising the Resident Coordinator (RC) and UNCT on partnership risks and opportunities, and supporting due diligence processes. It also plays a crucial role in resource mobilization for the UN Sustainable Development Cooperation Framework, including supporting pooled funds and advising on tailored resource mobilization strategies. Furthermore, the role promotes partnerships for financing development, contributes to advocacy, and conducts knowledge management activities to enhance UNCT collaboration and resource mobilization effectiveness.
Responsibilities
The Partnerships Officer provides strategic support for planning and coordinating UNCT partnerships for SDG achievement. This includes guiding the development and implementation of UN Partnership Strategies, coordinating UNCT working groups, and liaising with UN entities at all levels to define partnership value propositions. The role acts as a liaison for external stakeholders seeking to partner with the UNCT and advises the RC/UNCT on partnership risks, opportunities, and due diligence. The officer also guides joint UNCT strategic partnerships for SDG achievement and resource mobilization, advising on tailored strategies, monitoring partnerships, and analyzing funding streams. Responsibilities include planning and facilitating joint programmes for resource mobilization, coordinating the UN Sustainable Development Cooperation Framework's Funding Framework, and advising on corporate policies for resource management and pooled funds. Additionally, the role promotes partnerships for financing development, prepares briefing papers, contributes to advocacy, and collaborates with economists and finance experts. Finally, the officer conducts knowledge management and capacity development activities related to partnerships and resource mobilization, promoting best practices and supporting the UNCT with donor information.
Work Experience
A minimum of seven years of progressively responsible experience in strategic partnership support, project/programme management, resource mobilization, or development finance is required. Experience in a conflict/mission setting country is also required. Expertise in UN/IFI strategic partnerships and working in complex, integrated office environments is desirable, as is experience liaising with HQ and regional organizations. Two or more years of experience in data analytics is also desirable.
