Organizational Context

The Office of Information and Communications Technology (OICT) drives the UN's digital transformation, providing secure and innovative technology solutions. The Enterprise Solutions Service (ESS) within OICT develops and supports enterprise solutions for UN operations. This role is based in the Enterprise Application Center - Asia in Bangkok, hosted by UNESCAP, reporting to the Chief of ESS.

Job Purpose

This role is responsible for planning, overseeing, and directing the activities of the Unit, ensuring timely execution of diverse projects and major systems initiatives that impact critical operations and user groups. The incumbent provides expert advice on complex systems analysis and design, identifies system needs, and develops comprehensive plans for feasibility, requirements, design, development, and implementation. This includes managing project plans, schedules, costs, and performance metrics. The role also involves developing cost proposals for contractual services, evaluating technical proposals, and managing contracts. Furthermore, it requires tracking project progress, liaising with users, providing professional leadership and mentorship to the unit staff, and staying abreast of technological advancements to introduce innovations.

Responsibilities

Oversee and manage unit activities, ensuring timely project completion and coordinating diverse projects. Direct major systems projects impacting critical operations and user groups. Provide expert advice on complex systems analysis and design, identifying needs for new or modified systems. Develop plans for feasibility assessment, requirements specification, design, development, and implementation, including project plans, schedules, time/cost estimates, and performance metrics. Develop cost proposals for contractual services, evaluate technical proposals, and manage contracts. Track and monitor project progress against plans, requirements, and quality standards, liaising with users throughout all project phases. Provide professional leadership and work direction, mentoring junior staff and contract personnel. Stay updated on technological developments, evaluate new products, and lead the introduction of technological changes. Facilitate communication between OICT/ESS and clients, coordinating Service Level Agreements (SLAs). Participate in budget planning, work programs, and spending plans. Collect and analyze data to identify trends and provide insights for data-driven decision-making and reporting.

Work Experience

A minimum of seven years of progressive experience in planning, designing, developing, implementing, and maintaining enterprise software solutions is required. Experience supporting software needs for complex international organizations is also required. Experience managing software engineering teams and delivering solutions like Knowledge Management and Case Management systems is necessary. Experience with Data Integration platforms, SPO-SAP integration, and supporting enterprise governance for Microsoft 365/Power Platform is required. Experience with AI solutions is desirable.
