Organizational Context
This position is within the Human Resources Management Service (HRMS) at the United Nations Office at Geneva. HRMS operates through various teams focused on recruitment, placement, entitlements, and time management. The Human Resources Assistant reports to a Human Resources Officer within one of these specialized teams.
Job Purpose
The Human Resources Assistant plays a crucial role in supporting the HRMS operations at the UN Office at Geneva. The purpose of this role is to provide comprehensive assistance across recruitment and placement, administration of entitlements, and time management functions. This includes processing applications, assisting with post filling, managing candidate files, coordinating travel and visa matters, preparing personnel actions, and advising staff. Additionally, the role involves reviewing and processing entitlement requests, monitoring benefits, liaising with insurance and pension funds, and maintaining HR documentation. The assistant also manages time-related issues, including leave processing and approvals, and provides guidance to staff and counterparts on HR matters, ensuring efficient and compliant HR service delivery.
Responsibilities
The Human Resources Assistant is responsible for a broad range of HR functions. In recruitment and placement, duties include processing applications, maintaining candidate files, assisting with post filling, conducting reference checks, calculating salaries, preparing offers, and coordinating logistics for selected candidates. For entitlements, responsibilities involve reviewing and processing requests for allowances and claims, monitoring rental subsidies, liaising with medical insurance, determining pension fund entry dates, and maintaining HR documentation and job aids. In time management, the assistant monitors and approves sick leave, administers long-term cases, processes maternity and paternity leave, approves home leave and rest/recuperation travel, and processes special leave. The role also includes providing guidance on time-related issues, general office support, drafting correspondence, maintaining records, scheduling, conducting research, preparing reports, and supporting staff at the HR Client Support Centre.
Work Experience
A minimum of five years of experience in human resources management or administrative services is required. This requirement is reduced to three years for candidates with a first-level university degree. Experience in supporting staff and managers on HR issues and in administering benefits and entitlements within international organizations is essential. Experience with HR ERP systems and within the UN Common system is desirable.
Skills
Professionalism, teamwork, and client orientation are key competencies. Specific skills include in-depth knowledge of HR policies and procedures, initiative, efficiency, problem-solving, collaboration, valuing others' input, and understanding client needs. Proficiency in English and French is required, with other UN languages being desirable.
