Organizational Context

This position is within the Conduct and Discipline Service (CDS) of the Administrative Law Division (ALD), Office of Human Resources (OHR), Department of Management Strategy, Policy and Compliance (DMSPC) in Nairobi. DMSPC leads management strategy and policy, strengthening accountability mechanisms. OHR focuses on developing a dynamic, competent, and ethical workforce through HR frameworks and policies, supporting Secretariat functions globally. ALD implements UN standards of conduct, provides legal advice on internal justice, and manages disciplinary matters.

Job Purpose

The Programme Management Officer in the Conduct and Discipline Service (CDS) is responsible for developing, implementing, and evaluating programmes and projects related to UN standards of conduct. This involves monitoring project development, analyzing issues, and implementing corrective actions. The role includes conducting research, particularly on compliance and accountability frameworks in peace support operations, and coordinating policy development. The officer will design data collection tools, analyze survey responses, and prepare written outputs such as reports and studies. Additionally, the position provides substantive support for meetings and coordinates budget-related activities, ensuring effective program delivery and adherence to organizational mandates.

Responsibilities

Develops, implements, and evaluates assigned programmes and projects, monitoring progress and identifying issues for corrective action. Conducts research and analysis, particularly on compliance and accountability frameworks in peace support operations. Coordinates policy development, including reviewing trends and conducting studies. Designs and analyzes data collection tools for surveys. Prepares written outputs such as background papers, reports, and studies. Provides substantive support for meetings, including agenda preparation and documentation. Initiates and coordinates outreach activities and presentations. Manages and coordinates activities related to programme and project budget funding, including submissions and financial reporting. Liaises with relevant parties to ensure follow-up actions and effective project management.

Work Experience

A minimum of seven years of progressive experience in project or programme management, administration, or international relations is required. Experience in analyzing conduct and discipline matters is also required. Experience supporting field operations, especially in complex or post-conflict environments, and in legal research or information management is desirable.
