Organizational Context
This role is part of the Digital Transformation Team (DTT) for UN Peacekeeping, reporting to the Chief of the Innovation and Digital Transformation Service within the Department of Peace Operations. The DTT drives the implementation of the Strategy for Digital Transformation of UN Peacekeeping, using technology to enhance peacekeeper safety, security, and mandate implementation. The Department of Peace Operations provides direction to peacekeeping operations globally.
Job Purpose
The Programme Management Officer will identify and develop strategies for innovation within UN Peacekeeping operations, considering field challenges. This includes establishing partnerships with internal and external stakeholders to create innovation frameworks and best practices. The role involves designing and implementing solutioning mechanisms like hackathons and accelerators to co-design prototypes for peacekeeping challenges. Responsibilities also include managing programme/project development and implementation, conducting research and analysis, preparing written outputs on innovation, supporting meetings, conducting training, and disseminating innovation resources. The officer will also participate in field missions and coordinate budget and funding activities, contributing to the overall enhancement of operational effectiveness through digital transformation and innovation.
Responsibilities
Identify and strategize innovation opportunities within UN Peacekeeping operations, adapting to field contexts. Establish and support partnerships with internal and external entities (academia, public/private sector) to develop innovation frameworks, methodologies, and best practices for operational effectiveness. Design, organize, and implement solutioning mechanisms (hackathons, accelerators, incubators) for co-designing prototype solutions to peacekeeping challenges in collaboration with field and HQ staff and external partners. Participate in the development, implementation, and evaluation of programmes/projects, monitoring progress, identifying issues, and proposing corrective actions. Conduct consulting assignments, facilitate workshops, and assist in developing innovation projects. Research, analyze, and present information from diverse sources, and undertake survey initiatives with data collection and analysis. Prepare written outputs on innovation, provide substantive support to meetings, and conduct outreach activities including training and presentations. Design, develop, and disseminate innovation resources (toolkits, playbooks, case studies). Participate in field missions, providing guidance and drafting summaries. Coordinate budget and funding activities, preparing relevant documents and reports.
Work Experience
A minimum of five years of progressive experience in project/programme management, administration, strategic innovation, or a related field is required. This includes at least three years in digital transformation and/or innovation, and at least 12 months managing innovation initiatives (e.g., hackathons, accelerators) in or supporting peacekeeping operations. Experience in building multi-stakeholder partnerships for digital solutions and integrating innovation into policies is also necessary.
