Programme Management Officer
Organizational Context
The United Nations Mine Action Service (UNMAS), established in 1997 and part of the Department of Peace Operations, coordinates UN mine action, leads operational responses, and develops standards. UNMAS Ukraine supports national and UN efforts to mitigate the impacts of explosive ordnance contamination. This role is based in Kyiv, Ukraine, reporting to the Senior Mine Action Advisor.
Job Purpose
The Programme Management Officer (Mine Action Operations) is responsible for developing, implementing, and evaluating UNMAS Ukraine's mine action strategy, work plan, and budget. This involves monitoring and analyzing programme and project development, ensuring alignment with strategic direction, and identifying/resolving issues. The role requires researching and analyzing diverse information sources, coordinating policy development, and generating survey initiatives. It also involves designing data collection tools, interpreting performance data, and preparing written outputs such as strategies, reports, and publications. The position supports substantive backstopping for meetings, coordinates outreach activities, and leads engagement with national authorities. Additionally, it involves participating in field missions, managing budget-related activities, and developing tools to enhance operational delivery and monitoring. The officer may act as Office-In-Charge in the absence of the Senior Mine Action Advisor.
Responsibilities
Develops, implements, and evaluates the Mine Action programme strategy, resource mobilization strategy, Work Plan, and budget under the guidance of the Senior Mine Action Advisor. Monitors, evaluates, and analyzes programme/project development and implementation, ensuring alignment with strategic direction and initiating corrective actions. Researches, analyzes, and presents information from diverse sources. Coordinates policy development, including reviewing issues and trends, and conducting evaluations. Designs data collection tools, analyzes performance data against indicators, and identifies problems. Prepares written outputs such as strategies, background papers, and reports. Provides substantive support for meetings, including agenda preparation and presentations. Initiates and coordinates outreach activities, leads engagement with national authorities, and conducts training. Participates in complex field missions, providing guidance and drafting summaries. Coordinates budget funding activities and prepares related financial documents. Develops and refines operational plans, action trackers, timelines, and risk matrices. Acts as Office-In-Charge in the absence of the Senior Mine Action Advisor.
Work Experience
A minimum of seven years of experience in project or programme management is required. Five years of experience in programme management within mine action, security sector reform, stabilization, or humanitarian work in conflict/post-conflict settings is also required. Experience supporting mine action operations in areas like land release, survey, clearance, risk education, or quality management is necessary. Experience with operational planning, coordination, and document preparation is desirable.
