International Consultant (Cybercrime Investigation Expert-French speaker)

Organizational Context

The United Nations Office on Drugs and Crime (UNODC) Global Programme on Cybercrime aims to assist Member States in combating cyber-related crimes through capacity-building and technical assistance. This role supports UNODC's efforts in Africa, focusing on specialized areas like cybercrime investigation, prosecution, and prevention, particularly concerning online child sexual exploitation and abuse.

Job Purpose

The purpose of this consultancy is to provide expert support to the UNODC Global Programme on Cybercrime in Africa. The role involves designing and delivering training on cybercrime investigation, prosecution, digital evidence management, and prevention. The consultant will contribute to capacity-building, mentoring, and policy development, enhancing the ability of law enforcement and criminal justice authorities to address evolving cyber threats. This includes organizing training logistics, developing curricula and assessments, and reporting on activities, ultimately strengthening regional capabilities to combat cybercrime and protect citizens.

Responsibilities

Design and deliver training activities on cybercrime investigation, prosecution, adjudication, digital evidence management, and prevention. Organize all logistical aspects of virtual or in-person training, including agenda and curriculum development. Create pre- and post-tests for training sessions and draft comprehensive reports for each activity. Provide expertise to support capacity-building, mentoring, and policy activities within the UNODC Global Programme on Cybercrime in Africa. Collaborate with UNODC regional offices in West and East Africa. Interact with governmental agencies to facilitate program objectives.

Work Experience

A minimum of five years of relevant professional experience in leading cybercrime investigations, including digital evidence exploitation and technical expertise in electronic device evaluation. Experience in providing training to law enforcement and criminal justice authorities on cybercrime investigations is required. Experience interacting with governmental agencies is desirable. Work experience in Africa is also desirable.
