UNEP Mercury Consultant - Oral Health Expert

Organizational Context

The United Nations Environment Programme (UNEP) is the leading global environmental authority. Its Industry and Economy Division encourages sustainable practices. The GEF Chemicals and Green Chemistry Unit manages GEF-funded projects in Chemicals and Wastes, including developing projects to phase out dental amalgam use, supporting countries in regulatory frameworks, education, and waste management.

Job Purpose

This role serves to recruit an international consultant to develop two Medium Sized Projects (MSPs) and associated annexes aimed at phasing out the use of dental amalgam. The initiative will support target countries in enhancing their regulatory and enforcement frameworks, health insurance policies, and non-mercury education programs. It also focuses on strengthening capacities for integrated waste management systems within the oral health sector to meet obligations under the Minamata Convention on Mercury. This specialized work requires expertise not available within the existing team and is time-sensitive, with project submissions due by the first half of 2027.

Responsibilities

Develop two Medium Sized Projects (MSPs) and associated annexes to phase out dental amalgam use. This includes coordinating and analyzing information from partners, developing baseline scenarios and identifying barriers to amalgam phase-down. The consultant will design project components, outcomes, and activities, including problem and solution trees, and a Theory of Change. Responsibilities also involve creating a results framework with targets and indicators, a project budget breakdown, a gender mainstream action plan, a stakeholder engagement plan, a communication strategy, a risk mitigation plan, and a workplan. Additionally, the consultant will develop Terms of Reference for key personnel.

Work Experience

A minimum of 7 years of international working experience in project management, including project preparation, is required. Working knowledge of donor-funded projects (development and supervision) is also necessary. Experience with GEF and/or UNEP environmental or industry-related programs is desirable.
