Organizational Context
The Office for the Coordination of Humanitarian Affairs (OCHA) within the UN Secretariat coordinates humanitarian actors for coherent emergency responses. This role, based in Aden, Yemen, sits within the Crisis Response Division and reports to the Head of the Humanitarian Financing Unit/Fund Manager, under the overall supervision of the Head of OCHA Yemen.
Job Purpose
This role is responsible for managing and coordinating the Yemen Humanitarian Fund (YHF) to ensure effective and principled humanitarian action. The incumbent will advise on fund management, partner eligibility, financial compliance, and risk mitigation, aligning with OCHA's mission to alleviate suffering and advocate for those in need. The position involves overseeing fund allocation processes, monitoring project progress, and facilitating communication among humanitarian actors, donors, and stakeholders to promote coordinated and complementary use of funds.
Responsibilities
Manage and coordinate the Yemen Humanitarian Fund (YHF), advising on priorities, partner eligibility, and financial compliance. Oversee fund administration, policy implementation, and staff supervision. Lead fund allocation processes, ensuring coordination with relevant bodies and stakeholders. Liaise with NGOs, UN partners, and clusters to monitor project progress and provide support throughout the project lifecycle. Conduct field visits to promote fund utilization and advise on risk mitigation. Ensure recipient organization compliance with financial rules and coordinate with donors. Monitor and report on fund activities, including managing responses to audits and evaluations. Research and analyze humanitarian financing trends, assist in policy development, and document/disseminate fund results and best practices.
Work Experience
A minimum of five years of progressive experience in humanitarian affairs, emergency management, project management, or budget management is required. Experience in compliance and risk management is also necessary. Field experience in emergency situations, project management, and policy design are desirable.
