AIR OPERATIONS OFFICER

Organizational Context

This position is within the Office of the Special Envoy of the Secretary-General for Yemen, based in Amman, Jordan. The Air Operations Officer reports to the Chief of Mission Support, playing a key role in managing and overseeing the aviation unit's activities.

Job Purpose

The Air Operations Officer is responsible for managing and supervising the OSESGY Aviation Unit, ensuring all air operations comply with international standards, UN directives, and host country regulations. This includes reviewing and approving air mission requests, optimizing asset allocation for safety and cost-efficiency, and managing routine, special, and military operational flights. The role also encompasses coordinating search and rescue operations, securing diplomatic clearances, managing aircrew logistics, and conducting aviation risk management. Furthermore, the incumbent will monitor asset utilization, liaise with external organizations, develop standard operating procedures, and ensure aircrews are well-briefed on policies and safety requirements.

Responsibilities

Manage and supervise the OSESGY Aviation Unit, ensuring compliance with Air Tasking Orders (ATOs), SOPs, UN directives, and aviation manuals. Review and approve Air Mission Requests, optimizing air asset assignment for safety and cost-effectiveness. Verify daily ATOs, resolve conflicting priorities, and ensure timely communication. Manage routine, special, and military operational flights, including search and rescue operations. Coordinate diplomatic clearances, ground handling, and aircrew logistics. Conduct aviation risk management and monitor UN air asset utilization. Liaise with internal and external organizations on aviation matters. Develop and implement SOPs, and ensure aircrews are briefed on policies and safety. Develop inputs for budget proposals and aircraft acquisition requirements. Respond to UNHQ during aircraft technical evaluations. Supervise the preparation of operational plans, performance reports, and audit responses. Analyze safety reports, conduct inspections, and identify corrective actions. Manage work assignments, coordinate individual work plans, and conduct performance assessments. Develop and coordinate training activities.

Work Experience

A minimum of five years of progressive experience in air transport operations or aviation safety is required, with at least three years in a managerial role coordinating complex international air transport operations. Experience in Middle East air operations, safety and quality management, and ICAO standards is also required. Experience in international post-conflict environments, military air operations, and airspace management is desirable.
