SENIOR INFORMATION MANAGEMENT OFFICER (Temporary Job Opening)

Organizational Context

The Independent Investigative Mechanism for Afghanistan (IIMA), established by Human Rights Council Resolution 60/2, is mandated to collect, preserve, and analyze evidence of international crimes in Afghanistan. This role, based in Vienna pending the final determination of the IIMA's seat, operates under the overall direction of the Head of the IIMA.

Job Purpose

This role is responsible for leading and directing the Information System Management Section, translating operational needs into coherent strategies and technological capabilities. The incumbent will oversee the delivery, maintenance, and continuous improvement of information systems and digital expertise, ensuring alignment with investigative, analytical, legal, and judicial priorities. Key responsibilities include designing and enforcing information governance policies, ensuring the confidentiality, integrity, and security of information assets, and leading the IIMA's technology and innovation strategy. This involves planning IT projects, managing technological changes, and engaging external partners to enhance investigative capacity and operational efficiency, while staying abreast of emerging investigation technologies.

Responsibilities

Lead and direct professionals in evidence management, information systems, and digital support, translating operational needs into strategies and workflows. Define priorities, establish work plans, and set performance expectations, ensuring resources align with investigative and legal priorities. Oversee the delivery, maintenance, and improvement of information systems and digital services, resolving operational risks. Design, implement, and enforce Information Governance policies, ensuring the confidentiality, integrity, and security of information assets throughout their lifecycle. Define processes for efficient collection, validation, and retention of evidence according to international standards. Lead the IIMA's technology and innovation strategy, defining digital support strategies and directing IT projects. Engage external stakeholders to enhance investigative capacity and operational efficiency, staying current with investigation technology advancements.

Work Experience

A minimum of ten years of progressive experience in law, investigations, or technology is required. Essential experience includes using innovative techniques in investigations, data protection, information security, and eDiscovery. Desirable experience includes conducting technology needs assessments, software procurement, managing technology teams, and forging partnerships.
