LEGAL OFFICER/WITNESS PROTECTION AND SUPPORT OFFICER (Temporary Job Opening)

Organizational Context

The Independent Investigative Mechanism for Afghanistan (IIMA), established by the Human Rights Council, is mandated to collect, preserve, and analyze evidence of international crimes and human rights violations in Afghanistan. This role is within the IIMA's Executive Office, based in Vienna, and reports to the Senior Legal Officer.

Job Purpose

This role supports the IIMA's mandate by conducting risk and threat assessments for witnesses and victims engaging with the mechanism. The officer will identify and implement appropriate risk mitigation measures, advise on protection strategies, and coordinate with various entities to ensure witness safety and well-being. The position contributes to facilitating fair and independent criminal proceedings by safeguarding individuals involved in the investigative process, aligning with international law standards and best practices for witness protection.

Responsibilities

Conduct comprehensive risk and threat assessments, and situational analyses for witnesses and victims. Identify and develop appropriate risk mitigation measures in collaboration with international organizations, national authorities, and NGOs. Advise and coordinate the implementation of protection measures, including case management. Provide guidance to investigative teams on international standards for witness protection and recommendations for investigative missions. Support investigative missions and engage with witnesses. Develop and maintain a network of relevant entities for witness protection and support. Contribute to the development and revision of protocols and standard operating procedures for witness and victim safety, security, and confidentiality. Assist in negotiating agreements for the implementation of protective measures.

Work Experience

A minimum of five years of progressive experience in witness protection within a law enforcement or criminal justice institution is required. Experience in conducting risk/threat assessments and implementing protection measures is essential. Experience with international or national witness protection programs, international tribunals, or in conflict/post-conflict areas is desirable.
