Organizational Context

The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable towns and cities, acting as the UN system's focal point for urbanization and human settlement matters. This fixed-term position is within the Corporate Management Division in Nairobi, providing essential support services for programme implementation, including budget, finance, and administration.

Job Purpose

This role supports UN-Habitat's mandate by ensuring efficient and effective programme and project implementation. The Programme Management Officer will interpret policies, manage budgets, and oversee financial and administrative matters in alignment with UN-Habitat's objectives. Key contributions include coordinating with project managers, implementing partners, and local authorities to facilitate programme delivery according to donor agreements and work plans. The position is crucial for maintaining operational support services, ensuring strategic, efficient, and accountable programme execution within the Corporate Management Division.

Responsibilities

Manage programme and project implementation, providing administrative and procedural support for budget formulation, execution, monitoring, and reporting. Coordinate with donors, project staff, and partners on financial and administrative aspects of project development. Administer implementing partners, including planning, budgeting, capacity assessment, agreement review, reporting, and performance evaluation. Contribute to policy development and system improvements for enhanced business processes. Oversee human resource administration, advising staff on conditions of service. Support work programme and budget preparation and implementation, monitoring financial resource utilization and progress. Ensure accuracy and compliance with donor reporting requirements. Coordinate financial, budget, and recruitment status reports. Develop and implement administrative procedures and internal controls for financial management. Supervise and guide colleagues on financial administration and management information. Coordinate procurement, travel, vendor contracts, and payments. Manage office technology needs and maintenance. Analyze data for trends and insights to support planning and decision-making. Coordinate audit engagements and support the implementation of corrective actions.

Work Experience

A minimum of five years of progressively responsible professional experience in programme/project management, administration, budget, or financial management is required. Three years of experience in administering and financially managing implementing partner agreements and technical cooperation programmes is necessary. Experience in programme/project financial management, including budget formulation, monitoring, and reporting, is essential. Experience with ERP systems and data analytics is desirable.
