Organizational Context
This position is within the Office of the High Commissioner for Human Rights (OHCHR), specifically in the Executive Direction and Management division, Human Rights Inquiries Branch, Administrative Support Unit. The role reports to the Chief of the Human Rights Inquiries Branch, contributing to the operational and administrative functions of the unit.
Job Purpose
The Administrative Officer is responsible for coordinating and managing a range of administrative functions to support the Human Rights Inquiries Branch (HRIB) and its investigative bodies. This includes overseeing human resources activities such as recruitment and performance management, ensuring compliance with UN rules. The role also involves supporting budget and finance operations, monitoring work programmes, and enhancing financial management systems. Additionally, the officer manages general administrative tasks including procurement, travel, and office technology, and utilizes data visualization for reporting and decision-making to ensure efficient resource utilization and effective program delivery.
Responsibilities
Coordinate human resources activities including recruitment, placement, promotions, performance appraisals, job classification, and staff separations, ensuring adherence to UN rules and procedures. Define conditions of service, duties, responsibilities, privileges, and entitlements. Support the preparation and implementation of work programmes and budgets for investigative bodies and the HRIB, monitoring resource utilization against the Programme Budget. Conduct reviews to assess progress and coordinate programme report production. Improve budget reporting systems and ensure cost-effective resource utilization. Develop and implement procedures for accounting and financial management controls consistent with UN policy. Provide guidance on financial administration and management information issues. Oversee procurement, billing, travel programmes, vendor contract evaluation, and payments. Review departmental space requirements and office technology needs, coordinating system enhancements. Collect and analyze data to identify trends, providing insights through data visualization for planning and reporting.
Work Experience
A minimum of five years of progressive experience in administration, finance, accounting, or human resources management is required. Three years of experience within the UN Common System or a similar international organization is also required. Experience with UN operational setup for new mandates, coordinating administrative support for rapid response/emergency deployments, preparing grant budgets, and using ERP systems is necessary. Experience in HR administration functions is desirable.
