Organizational Context

UNRWA is a United Nations agency providing assistance and protection to approximately 5.8 million Palestine refugees across Jordan, Lebanon, Syria, the West Bank, and Gaza. Job Purpose

The Area Project Officer is responsible for managing and coordinating all area-based activities for the Early Recovery Livelihoods (ERL) Project. This includes identifying beneficiaries, facilitating training, disbursing grants, and supervising the project team. The role involves close collaboration with internal departments such as Recovery Programme, Area Office, and M&E, as well as external engagement with beneficiaries and community representatives. The officer ensures project activities are implemented effectively, inclusively, and in accordance with established policies, contributing to the human development of Palestine refugees.

Responsibilities

Coordinate day-to-day implementation of ERL project activities and manage the project team, including Business Development Officers, relief workers, and trainers. Identify eligible beneficiaries based on targeting criteria and disseminate project information. Supervise staff, review workplans, and ensure quality of application screening, assessments, and post-support monitoring. Manage grievance systems and finalize beneficiary lists in coordination with committees. Support training workshops and logistics for beneficiaries. Oversee the development and implementation of individual beneficiary mentoring plans. Ensure beneficiaries receive grants and coordinate business mentoring visits, documenting progress and recommendations. Prepare monthly project progress reports, coordinate data collection, and ensure project activities integrate gender, disability, protection, and safeguarding considerations.

Work Experience

A minimum of five years of relevant experience in project management, livelihoods, microfinance, TVET, or similar community-level activities is required. This includes at least two years of experience in staff supervision within development or humanitarian programs for governmental or non-governmental organizations.
