CHIEF, OPERATIONS AND RESOURCE MANAGEMENT
Organizational Context
The United Nations Verification Mission in Colombia (UNVMC) in Bogota seeks a Chief of Operations and Resource Management (CORM) reporting to the Chief of Mission Support. This role directs and oversees strategic mission support functions including HR, finance, technology, and training, ensuring coherence in planning, performance monitoring, and resource coordination for peace operations.
Job Purpose
The Chief of Operations and Resource Management (CORM) is responsible for integrating strategic and cross-cutting mission support functions to ensure coherence in forecasting, performance monitoring, planning, and coordination of operational and resourcing activities. This involves providing guidance and oversight for Human Resources, Financial Resourcing and Performance, Field Technology, Training, Mission Support, and Regional Administrative Officers. The role supports the Chief of Mission Support in strategic direction, develops and monitors work plans, forecasts resource requirements, and liaises with UNHQ to align mission planning with organizational priorities. The CORM leads the Operational Resource Management Section, overseeing HR management, financial stewardship, ICT services, training programs, and logistical support planning to effectively implement the mission's mandate.
Responsibilities
Provide overall guidance, support, and oversight for the effective management of Human Resources, Financial Resourcing and Performance, Field Technology, Training, Mission Support, and Regional Administrative Officers. Assist the Chief of Mission Support in providing strategic direction for mission support functions. Develop, coordinate, and monitor strategies and work plans for administrative activities, securing necessary human, financial, logistic, and technological resources. Forecast staffing, financial, logistic, and technology requirements in collaboration with other mission offices. Liaise with UNHQ to ensure mission planning and resource allocation align with organizational priorities and policies. Lead and direct all aspects of the Operational Resource Management Section, including strategic HR advisory services, financial resourcing and stewardship, ICT services, training activities, and logistical support planning. Oversee regional administrative activities to ensure adequate support for mandate fulfillment. Lead special projects such as Disaster Recovery and Business Continuity, manage service desk operations, monitor client experience for continuous improvement, and implement pilot projects.
Work Experience
A minimum of ten years of progressively responsible professional experience in public or business administration, human resource management, finance, accounting, or information technology is required. Experience with complex international organizational issues, UN administrative/financial policies, and providing services within a UN field operation or similar international organization is desirable.
