The United Nations Office on Drugs and Crime (UNODC) is a global leader in combating drugs, organized crime, corruption, and terrorism. As the guardian of the UN Convention against Corruption (UNCAC), UNODC provides technical assistance to States Parties. This role supports UNODC's Global Programme against Corruption, focusing on business integrity initiatives in Ukraine, particularly for Micro, Small, and Medium-sized Enterprises (MSMEs).
Job Purpose
The purpose of this consultancy is to update and localize an existing anti-corruption training package for MSMEs in Ukraine. This involves adapting the training to the local normative context, needs, and good practices, aligning it with UNCAC and EU standards. The role will contribute to strengthening MSMEs' anti-corruption measures, supporting the National Agency on Corruption Prevention (NACP) in its mandate, and promoting ethical business practices within Ukraine's recovery and reconstruction efforts. The consultant will also facilitate knowledge sharing through a multi-stakeholder round table.
Responsibilities
The consultant will develop an inception report detailing the methodology and work plan. Key responsibilities include updating and localizing the anti-corruption training package for MSMEs, translating it into Ukrainian, and incorporating references to relevant Ukrainian legal frameworks, UNODC publications, and practical recommendations. The consultant will also deliver the localized training to MSME representatives, collect data on strengthened anti-corruption systems, and organize a multi-stakeholder round table to disseminate the training and discuss business integrity promotion. Finally, the consultant will produce a report on the round table's outcomes and recommendations.
Work Experience
A minimum of five years of experience in a compliance department or in strengthening anti-corruption, ethics, and compliance programs for the private sector is required. Experience in capacity-building on integrity and anti-corruption for the private sector, particularly in Ukraine, is also necessary. Experience facilitating workshops and working independently is essential.
Skills
Proficiency in English and Ukrainian (oral and written). Experience in capacity-building, workshop facilitation, and knowledge of Ukrainian anti-corruption legal frameworks. Demonstrated ability to work independently. Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint). Previous experience in Ukraine and with international organizations is desirable.
