Organizational Context

The Resident Coordinator (RC) system, established by the UN General Assembly, ensures the coordination of UN development system entities at the country level. The RC is the highest-ranking UN representative, leading UN country teams and ensuring accountability for the UN Sustainable Development Cooperation Framework and the 2030 Agenda. The system focuses on advancing sustainable development and poverty eradication.

Job Purpose

The Resident Coordinator (RC) serves as the highest-ranking UN representative at the country level, leading UN country teams to coordinate development activities and ensure accountability for the UN Sustainable Development Cooperation Framework and the 2030 Agenda. This role involves representing the UN at the highest levels, fostering partnerships with government and diverse stakeholders, and advocating for the Sustainable Development Goals (SDGs). The RC coordinates UN system-wide support, manages risks, and supports individual agency goals. They promote UN values, human rights, and gender equality, while also facilitating regional collaboration and leveraging UN system expertise for national development needs. The RC oversees financing instruments, normative agendas, and strategic communication, ensuring coherence and impact of UN development efforts.

Responsibilities

Represents the UN at the highest state levels, fostering engagement with government, civil society, and partners to advance the 2030 Agenda and SDGs. Leads the UN country team in developing, monitoring, and implementing the UN Cooperation Framework. Coordinates system-wide support, identifies and mitigates risks to SDG achievement. Supports and advocates for UNCT member agencies. Coordinates context analysis and shares findings. Promotes UN Charter values, human rights, gender equality, and the SDG commitment to leave no one behind. Forges strategic partnerships with diverse national entities. Advances regional knowledge-sharing and collaboration. Leverages UN system expertise to improve shared results and align efforts with national priorities. Provides oversight of country financing instruments and pursues funding for joint UN initiatives. Leads engagement on the UN's normative agenda and fosters an enabling environment for collaboration and knowledge sharing. Facilitates access to resources for innovation. Enhances strategic communication to promote the 2030 Agenda. Coordinates country-level security as Designated Official. Promotes staff learning and implements relevant policies. Manages dual reporting systems and promotes UN common business operations. Leads humanitarian response coordination when required and facilitates integration with peacekeeping missions in conflict settings. Manages the Resident Coordinator's Office.

Work Experience

Over 15 years of international leadership experience is required, including at least five years in development, human rights, rule of law, peace-building, or humanitarian work at the country level outside one's own country. Previous Resident Coordinator experience is mandatory. Senior-level inter-agency coordination experience may substitute for RC experience. Experience in managing humanitarian programs and security coordination is desirable.
