Organizational Context
This position is within the Memorandum of Understanding and Reimbursement Policy Section (MRPS) of the Uniformed Capabilities Support Division (UCSD), Office of Supply Chain Management (OSCM), Department of Operational Support (DOS) at UN Headquarters in New York. DOS provides operational advisory services across the Secretariat. OSCM manages logistics, procurement, and uniformed capabilities support. UCSD is the primary point of contact for policy matters concerning support and reimbursement for military and police contingents in UN field operations.
Job Purpose
The Logistics Officer will provide essential logistics support for new and ongoing peacekeeping and other field missions, focusing on the Contingent Owned Equipment (COE) framework and Memoranda of Understanding (MOUs). This involves comprehensive supply chain and materials management, transportation, contract and services oversight, and coordination of communications, IT, engineering, and medical services. The role is critical in developing and implementing effective logistics plans, methodologies, and Standard Operating Procedures (SOPs) to ensure timely, accountable, and cost-effective delivery of personnel and cargo. The incumbent will also manage logistics activities in relation to MOUs, coordinate with various UN units and external organizations, and ensure accurate reporting and maintenance of internal control systems. This position plays a key role in the financial and operational success of UN field operations by ensuring efficient resource management and support.
Responsibilities
The Logistics Officer is responsible for preparing comprehensive logistics and support plans, including deployment timelines and budget requirements, for planned and existing peacekeeping missions, aligning with MOU and COE frameworks. This includes developing and implementing effective logistical methodologies and tools, and formulating mission-specific Standard Operating Procedures. The role involves managing logistics support, coordinating the timely, accountable, and cost-effective delivery of peacekeeping cargo and personnel, and ensuring logistics requirements consider gender-specific needs. The incumbent will coordinate logistics activities with procurement, finance, human resources, and policy units, and follow up on legal and financial aspects. Responsibilities also include preparing reports on personnel and materiel movements, participating in technical and verification missions, ensuring robust accounting and reporting systems, developing contingency plans, and coordinating logistics operations with other UN agencies and external organizations. Guidance and supervision of junior staff are also key duties.
Work Experience
A minimum of five years of progressively responsible experience in logistics operations (land/air transport, military, commercial, or international organizations) is required. This includes at least two years of experience in negotiating Memoranda of Understanding (MOUs) with member states for military/police deployments and experience implementing the Contingent Owned Equipment (COE) framework. Experience with data analysis and developing logistics/supply chain metrics is desirable.
