CCAC-TEAP Behavioural Science Framework Consultant

Organizational Context

The United Nations Environment Programme (UNEP) hosts the Secretariat for the Climate and Clean Air Coalition (CCAC) in Paris. The CCAC is a global initiative focused on integrated climate and air quality solutions, specifically reducing short-lived climate pollutants (SLCPs). The CCAC's Technology and Economic Assessment Panel (TEAP) pilot initiative helps countries scale innovative SLCP mitigation solutions through evidence-based assessments.

Job Purpose

This consultancy aims to strengthen the impact and uptake of super pollutant mitigation technologies by applying behavioural science and economics. The consultant will develop a report identifying key behavioural barriers and opportunities influencing technology adoption across various sectors and contexts. A practical framework and diagnostic checklist will be created for future CCAC-TEAP assessments and knowledge products. The role ensures behavioural considerations are systematically integrated with technical, economic, and policy analyses to enhance the design, communication, and implementation of mitigation solutions, thereby improving their effectiveness and scalability.

Responsibilities

Develop a comprehensive report (approx. 25 pages) establishing a practical framework for identifying and mapping behavioural barriers, adoption levers, and implementable programme designs, including communication strategies. Prepare a presentation summarizing the behavioural framework for the Panel and Secretariat. Integrate relevant case studies and sectoral references, particularly from developing and emerging economies, illustrating barriers, intervention archetypes, and enablers in areas like household energy, waste, agriculture, fossil fuels, cooling, and transport. Create a practical behavioural diagnostic tool or assessment template for routine use in future CCAC-TEAP knowledge products. Conduct consultations with technology providers, implementers, and stakeholders to ensure findings are accurate and grounded in research. Collaborate with the Communications Team on design, providing graphics needs and approving technical information accuracy.

Work Experience

A minimum of 4 years of professional/scientific experience in behavioural science/economics related to technology development and adoption is required. A minimum of 2 years of experience in research, practical implementation, or understanding of behavioural impacts in development projects or with government collaboration on climate/air mitigation solutions is also required. Demonstrated experience in preparing reports/publications on behavioural economics or environmental psychology, and in delivering presentations, is necessary.
