Job Purpose
This position provides dedicated coordination, technical expertise, and field-level leadership to the UN Resident Coordination Office (RCO) in Ethiopia. The primary purpose is to advance the Humanitarian-Development-Peace (HDP) Cross-Pillar Nexus and resilience approaches. The role involves day-to-day coordination and ensuring the technical quality of HDP Cross-Pillar Nexus work, supporting its operationalization through joint analysis, evidence-based planning, and developing shared outcomes across humanitarian, development, and peace actors. The incumbent will lead the UNCT's HDP cross-pillar nexus approach, supervise regional specialists, and provide technical guidance on programming, policy dialogue, and coherence. The aim is to reduce vulnerabilities and strengthen resilience in fragile contexts, enhancing national and regional stakeholder capacity to operationalize these approaches effectively.
Responsibilities
Lead the day-to-day work and technical implementation of the HDP Cross-Pillar Nexus project, supporting its broader operationalization and strengthening coherence across humanitarian, development, and peace actors. Provide technical advice on designing and implementing area-based Nexus interventions, identifying convergence opportunities, and ensuring regional action plans are technically sound and conflict-sensitive. Supervise and guide the regional team of HDP Nexus specialists, ensuring consistent application of the approach and troubleshooting field challenges. Coordinate the deployment and integration of technical assistance, ensuring high-quality outputs. Strengthen linkages with government counterparts at federal and regional levels, facilitating dialogue and multi-stakeholder ownership. Lead and support analytical work to identify gaps and opportunities for HDP Cross-Pillar Nexus collaboration, facilitating joint analyses and risk monitoring. Support consultations with various stakeholders to strengthen ownership and collective action. Manage secretariat functions for the national HDP Nexus architecture. Lead the project's Monitoring, Evaluation, Accountability, and Learning (MEAL) framework and ensure EU compliance for reporting and financial deliverables. Facilitate area-based HDP Cross-Pillar Nexus coordination by supporting regional authorities in developing joint work plans and results frameworks. Lead capacity needs assessments and implement transition roadmaps for sustainable, government-led Nexus coordination.
Work Experience
A minimum of three years of progressively responsible experience in project management, coordination, or development programming within an international organization, government, or civil society is required. Demonstrated experience in operationalizing the HDP Cross-Pillar Nexus approach, multi-sectoral resilience programming, or integrated humanitarian-development coordination is essential. Experience within UN coordination mechanisms or multi-stakeholder platforms is also required. Experience with EU-funded projects and managing field-based teams is desirable. Strong knowledge of Ethiopia's context is required.
